The mission of the HIV/AIDS Research and Policy Institute is to address the disproportionate incidence and complex burdens of HIV/AIDS in minority populations. At the time of publication, correctional facilities and university campuses were at the epicenter of HIV/AIDS epidemics. Empirical data on these vulnerable populations were limited, largely due to the lack of a reliable instrument (survey) to measure HIV risk behaviors. This report documents the development of three surveys, the resulting studies they were used in, and the studies’ findings.
